WHAT THIS IS
Every station that leaves its line open reports to the exchange. The
exchange keeps the list, carries letters between stations, and puts the
Cabin — the mainland voice room — on channel three of any walkie that
can hear it.
If your line is closed, the exchange does not know you exist. That is the
whole of the privacy policy, and it is deliberate.
